Context

Given the potential for prolific natural gas production in Mozambique, the Local Content (LC) agenda has become one of the most relevant topics in the domestic industry, leading that country’s institutions to seek a greater knowledge on the subject. Due to the success in projects related to the domestic LC policy conducted by NNF, the company was invited to provide a training course on the subject.

NNF held training sessions for a delegation composed of representatives from various Mozambican government bodies, such as the Ministry of Industry and Commerce, the Ministry of Mineral Resources and Energy, the regulatory agency for the oil industry, the NOC/National Oil Company and the public institution responsible for promoting small and medium-sized enterprises.

Action

NNF designed a customized program on Local Content and HSE (Health, Safety and Environment) in the oil and gas industry. The training was divided into nine modules, while the training in Health, Safety and Environment was split into three modules, totaling 60 hours.

The training plan was developed in light of the Brazilian experience and that of other countries, with an emphasis on critical analysis of public policies, the relationship between public and private sector agents, analysis of the regulatory and legal framework, lessons learned and how these subjects adapted to the Mozambican reality.

In addition to the formal courses, NNF also organized visits to the main Brazilian stakeholders, promoting meetings between the Mozambican government delegation and the Brazilian regulatory body, oil companies, trade associations and entities focused on the development of industrial education and promotion of small and medium-sized enterprises. The visits were fundamental to present a full view of this industrial sector in Brazil.

Results

The Mozambican delegation highly praised the course. The course provoked intense debates among the representatives on the possibilities of applying complementary concepts to LC policy, such as the promotion and inclusion of small and medium-sized domestic companies in the oil industry.

Finally, the NNF guided tours showed how the implementation of concepts presented in the course by the Brazilian industry.

The training and business visits enriched the experience of the foreign delegation, giving it subsidies to start the process of implementing LC policies in Mozambique.
